There are some starting points, why Spenser had quit the police and as a PI made independently.
novel:
Spenser wants no bureaucracy, all the paperwork and did not like to submit to a supervisor and was therefore terminated itself.
TV:
Based on the last episode of "Haunting": Spenser had in the very bitten so hard a case of abduction of the girl and also operates through its powers, that it the Boston PD had resigned.
So, but today I have a slightly different Ausgangssitiuation in the novel ""Small Vices" read, which in turn is slightly different (Read about it in the German paperback edition on page 46: This explains Spenser, that he has no "patience with the hierarchy had.
